Works were the past: By Federation of Indigenous Kirat Association (FIKA)

  1. A group of 5 Kirats: Bahing, Kulung, Lohorung, Chamling, Nachhiring: was formed back in B.S 2061(2004) as a voluntary group to work on raising awareness among the IPs(Indigenous peoples) and other weaker groups on Biodiversity and their human rights.

It worked (2005 A.D) with grants of one lakh fifty thousand on biodiversity and IPs(CBD-8(j) and IPs). Series of workshops interaction, discussions, and presentation sessions were organized to make IPs understand biodiversity, their role in their village’s diversity, and their human rights.

  1. Bahing Kirat Mulukhim: received a grant of rupees Forty thousand in 2063 B.S(2005) from

Organized jointly with WWF workshop, interaction sessions, and presentation in Kathmandu on biodiversity and IPs.

(WWF) plantation program in Pankhu Kola Area of Okhaldhunga District, these plantation activities were carried out with the involvement of local IPs, around water sources with a view to protecting water sources, controlling inundation of the banks by the river and laid slide and promoting flora and Fauna.

  1. The Federation of Indigenous Kirat Association was formed in May 2007 as an umbrella organization of all individual ethnic organizations belonging to the Kirat community. Soon after the formation, the Federation took over all activities run by all Kirat ethnic organizations and carried out all activities concerning IPs human rights(ILO-169, UNDRIP, CBD(8)j, ) development and education concerning ethnic identity, CBD and climate change in collaboration with its member organizations government, ministries ILO-Kathmandu Office, UNCHR, IUCN, ICIMOD, WWF, UNESCO, ICERD and Local NGOs(NGO-FONIN, NEFIN, NIWIF)

 

Activities:

  1. Awareness campaign were lunched in Kathmandu and in different district headquarters, concerning IPs human rights social discrimination, ethnic identity, Political and economic Rights.
  2. 7 August 2021: Delegation consisting of representatives from all ethnic organizations to the Ministry of Forest: requested the ministry to implement the CBD8(j) in consultation with and participation of IPs

 

  1. Requested the Ministry to depute an officer in the ministry as a focal person to deal with all matters concerning CBD, facilitates IPs when they need help information about government plan on CBD’s implementations.
  2. CBD (its different aspects) was discussed in succession with different NGOs different Local National NGOs NEFIN, NGO-FONIN, and NEWIF, the discussions were facilitated by LAHURNIP.

 

  1. 7 August 2009: Submitted a 10-point memorandum to the Department of Biodiversity and Environment in the Ministry of Forest, concerning the role of IPLC in the implementation of international protocols, conventions and government plan and policy concerning biodiversity and IPs human rights.
  • Steps be taken to ensure lawful participation and roles of IPLC’s in the rules and regulations that already have been formulated or will be formulated in the future under the concerned Ministers to be coordinated when the Nagoya protocol and ABS bill be implemented.
  • ABS regulation be discussed with IPLC(Indigenous Peoples and Local community)
  • Action plan be developed to get IPLC’s full participation in the implementation of the National Biodiversity Strategy and action plan or AICHI biodiversity targets.
  • A National Coordination mechanism be developed as soon as possible since the work from the side of IPLCs concerning bio-safety has been continuously in progress, national coordination mechanism be developed as soon as possible.
  • Participation of IPLC be included in the national action plan of the Biodiversity strategy 2020 and long-term action 2050.
  • The 9-point memorandum by submitted the IPLCs be the strategy of the future National working procedure.
  • In the conservation area that will be declared at the provincial level as National Park, provision be made of 50% participation of IPLCs in coordination with them.
  • Prior to the implementation of any sort of project in such areas as sacred places, forest, river, lake, pond, Himal, mountain and sacred passes which have direct or indirect impacts on the language, tradition, religion, sacriment rites, culture, and traditional lifestyle of the IPLCs, their free prior informed consent be taken and provision be made to ensure their lawful participation in the project.
  • Economic assistance be made available by the National Biodiversity Program for the organizational development of the IPLCs belonging to the minority group for the contribution they have made in the sector of biodiversity.
  • Help be given to the IPLC National TK Plan ad hoc committee formed according to the implementation of NAGOYA protocol, ABS bill, CBD and CBD article -8(j), to move ahead.
  1. 22, August 2010: One-day workshop program for member organizations on IPs human rights in relation to CBD the member’s organizations were given information about the memorandum submitted and they were asked to be vigilant about their local forest in order to establish IPLC roles.
